Our Mission

The CT Children with Incarcerated Parents Initiative, funded by the Connecticut General Assembly since 2008, is the first legislatively funded statewide initiative in the United States to support children with incarcerated parents. Through research, evaluation, and collaboration with academic and community partners, the CTCIP Initiative seeks to improve services, inform public policy, and enhance outcomes for these children and their families.

The CTCIP Initiative is housed within the Institute for Municipal and Regional Policy (IMRP) at the University of Connecticut. IMRP is a dynamic, non-partisan organization dedicated to improving local, state, and national public policy by addressing complex issues, ensuring the best outcomes for individuals and communities

Children of Incarcerated Parents: A Bill of Rights

Created in 2005 by the San Francisco Children of Incarcerated Parents Partnership, this Bill of Rights serves as a roadmap for reform to ensure that children with justice-involved parents are seen, heard, and supported. Developed in partnership with young people, it outlines eight fundamental rights that reflect what children and youth need and are claiming for themselves.

1. I have the right TO BE KEPT SAFE AND INFORMED AT THE TIME OF MY PARENT’S ARREST.

2. I have the right TO BE HEARD WHEN DECISIONS ARE MADE ABOUT ME

3. I have the right TO BE CONSIDERED WHEN DECISIONS ARE MADE ABOUT MY PARENT.

4. I have the right TO BE WELL CARED FOR IN MY PARENT’S ABSENCE.

5. I have the right TO SPEAK WITH, SEE AND TOUCH MY PARENT.

6. I have the right TO SUPPORT AS I STRUGGLE WITH MY PARENT’S INCARCERATION.

7. I have the right NOT TO BE JUDGED, BLAMED OR LABELED BECAUSE OF MY PARENT’S INCARCERATION.

8. I have the right TO A LIFELONG RELATIONSHIP WITH MY PARENT.
